About The Rehabilitation Loan Program

You may have noticed many of your neighbors fixing up their homes and wonder how they can afford to make those necessary repairs. Many of them (over 70 in the past 21 years) are benefiting from current or past City of Rio Dell Housing Rehabilitation Programs.

The City of Rio Dell has recently been awarded grant funds in the 2005-08 CDBG funding cycles from the State Department of HCD to help an additional 25 to 30 local owner/occupant households within the city limits repair and maintain their residences.

ADMINISTRATION OF PROGRAM

The City has contracted with RCAA to administer the Housing Rehabilitation program and disburse the funds in the form of low interest and deferred payment loans and lead hazard reduction grants. If you have housing repair problems and haven't been able to afford to get them fixed, we may be able to help you.

QUALIFICATIONS

Participants in this program must be on title, the home must be the primary residence of the qualified owner, and the entire household must be income-qualified.

Types Of Loans Available From Rio Dell CDBG Program

DEFERRED PAYMENT LOANS

For income-qualified homeowners, the program offers 3% simple interest deferred (no monthly payments) loans.

LOAN AMOUNTS: up to $60,000.

LEAD-BASED PAINT ABATEMENT GRANTS

All pre-1978 constructed homes occupied by income-eligible housing rehabilitation loan applicants will automatically be included in the required lead-base paint hazard reduction and/or abatement grant program. This grant pays for all lead related abatement costs associated with the rehabilitation project up to a limit of $5,000. This includes increased labor and material costs directly related to the rehabilitation work necessary to meet the lead base paint requirements set forth by HUD. At the project conclusion, a Lead Clearance Inspection by qualified lead specialists will be made and a final clearance issued if the house is determined to be "lead safe".

WEATHERIZATION

All eligible homeowners will also be forwarded to the RCAA Weatherization Division for qualification for a wide variety of repairs designed to improve energy efficiency of the subject home. Available services vary throughout the year, but may include replacement of up to 3 windows with double-glazed windows, door replacement, insulation, and more. Also, through the Weatherization Division, access can also be made to a variety of PG&E programs that may be active at the time of application to the housing rehabilitation program.
