Housing Rehabilitation Program
About the Rehabilitation Loan Program
The City of Rio Dell has been issuing low interest deferred loans to local citizens for nearly 25 years. During that time, the City has invested nearly $3.0 million in the City's housing stock by helping the community address health and safety standards in residential homes.
The City funds its' rehabilitation program through Community Development Block Grants (CDBG) and Home Investment Partnerships Program (HOME) funds which are awarded on a competitive basis by the State Department of Housing and Community Development. Currently the City is funding loans through the 2005-2009 CDBG grant $1.5m, and the 2009 HOME award totaling $500k.
The goal of the program is to help low income citizens address health and safety issues within their homes including structural damage, roof repairs, electrical, plumbing, heating, and accessibility issues, and to provide citywide benefits including; improving local housing stock, raising residential property values, supporting local contractors and creating and/or maintaining jobs.
Eligibility
To be eligible for rehabilitation services applicants be the titled property owner, the residence must be the primary residence of the property owner, and the entire household must be income qualified.

Administration of the Program
The City has contracted with Redwood Community Action Agency to administer the City's Rehabilitation Program. Redwood Community Action Agency (RCAA) is a locally based, private non-profit organization that provides a wide range of services to low and moderate income residents of Humboldt County.
